截至12月23日，浙江省已全面消除家庭人均年收入4600元以下的绝对贫困现象。继1997年率先实现贫困县摘帽、2002年率先实现贫困乡镇摘帽后，浙江省又率先实现绝对贫困人口脱贫，成为全国第一个完成脱贫攻坚任务的省份。

By 23rd Dec, Zhejiang has totally annihilated the absolute poverty situation which families’ annual income is below 4600 yuan. After being the first to annihilate poor counties in 1997 and poor towns in 2002, Zhejiang also becomes the first to annihilate absolute poverty and Zhejiang is the first province to finish annihilating poverty hard work.

　　今年初，省委、省政府作出决策，年底前全面消除家庭人均年收入4600元以下的绝对贫困现象。各地拉网式排查 “4600元以下”的农户21万户、43万人，对这些农户户户建档立卡，落实“一户一策一干部”帮扶机制，逐月晒出“销户”进度表，确保不落一户一人。

Early this year, Hangzhou government made decisions that before the end of this year the absolute poverty situation that family’s annual income is less than 4600 yuan will be overcome. According to dragnet investigation there are around 210,000 families and 430,000 people still in “less than 4600 yuan”. They establish files for the families and implement the" one family, one policy, one cadre "cancel assistance system. Show the help schedule every month and make sure not to drop one family or one person.

　　公共财政投入发挥政策托底作用。今年，浙江省农村基础养老金最低标准提高到每人每月120元，，农村最低生活保障平均标准提高到每人每月505元，所有县农村低保的年标准都提高到4600元以上。同时，在全国率先高标准普及15年基础教育，率先实行农村学生接受中等职教和涉农高等职教免学费制度。

Public finance plays a role in underpinning policy. This year, Zhejiang basic rural pension’s minimum standard increased to 120 yuan per person per month and the average lowest life guarantee increased to 505 yuan per person per month. All the county rural minimum living standards have increased to more than 4600 yuan. At the same time, the popularity of 15 years of basic education with high standard is the first in China. And take the lead in the implementation of rural students receiving free tuition policy of secondary vocational education and agricultural higher vocational education.

　　各地着力增强低收入农户“造血”功能，帮助他们发展来料加工、农家乐、农村电商等产业。

Every place pay attention to strengthen poor family’s “work function” and help them to develop their own industries like processing the supply material, farmer household tourism, rural E-business and so on.

　　“十三五”及以后更长时期，浙江省将在确保贫困现象不反复的同时，把重心转到帮扶低收入人口增强自我发展能力上和加强农村公共服务、民生基础设施建设上，推进扶贫开发向纵深发展。(作者 张苗综合报道/顾远 译)

After the 13rd Five-Year Plan, Zhejiang will ensure that poverty situation is not repeated and try to focus on helping low-income population to enhance self-development capacity and strengthen the rural public services, livelihood infrastructure to promote poverty helping policy’s depth development.
